Message from the Municipality concerning the wharf:

Today, a new request for a minor derogation could no longer be granted by the municipal council according to a law adopted by the Quebec government in 2021.

Following other requests from citizens/sponsors concerning docks/bridges for access to water, we have received a legal opinion to the effect that Bill 67 adopted no longer allows us as a municipal council to grant minor derogations on dock lengths or unauthorized works in the littoral of a watercourse or a wetland.

Last winter, the provincial government adopted the Regulation respecting the Interim Implementation of the Amendments Made by Chapter 7 of the Flood Risk Management Acts, 2021, which affects our municipal by-laws.

However, we have received legal advice that our by-law governing the length of docks would still be applicable.

With this change in regulations, it may be possible to obtain a provincial certificate of authorization for the construction of a dock with a surface area of more than 20 m2.

A professional such as a biologist could help you in this process; a legal validation will have to be done at the beginning of the mandate by your professional to ensure that our municipal by-law is not applicable.

On the other hand, it is possible that the municipal by-law concerning docks and wetlands is still applicable; in particular, the maximum prescribed length of 15 m and the prohibition of building a walkway in a wetland adjacent to a lake.
